For now personally I would not rate your lure, A lure will be most valuable when it can catch fish. [;)]
Color used wise I would advice using lacquer paint or acrylic. Since lures will be in the water eventually and any fish bite might puncture the protective coating on your lure, you do not want colors that can be ruined by water.
Airbrush is a long story lol, just google airbrush will give you an idea what it is and a good set is not cheap.

Hmm that was itu FiR3 TiG3R punya handiwork. You keep on pestering him by posting and send him some PM, emails etc and see if he’s willing to reproduce the tutorial for us or not. He will need the eyes for him flytying now so perhaps he would be gracious enough to reproduce the tutorial.
